What cannot change.

From what a Slat Owner controls, to what nobody controls.

A Slat Owner controls whether to hold, send, or trade SHUT. A Slat Owner does not control the Binding of any Open Blind.

Nobody controls the Slat Cut. Nobody controls Blind Timing. Nobody controls the issue. Nobody selects the block value that writes a Binding. The deployer has no path to move a balance, pause the Quote Lane, or reissue Shelved SHUT.

The Slat Cut, Blind Timing, and the issue are written at construction. They do not later grow a setter.
